A Tiebout / tax - competition model

چکیده

This paper analyzes a Tiebout / tax-competition model, where heterogeneity of consumer preferences is introduced into a standard tax-competition framework. Following the modern Tiebout tradition, consumer sorting in the model is achieved through the activities of profit-maximizing community developers. Once sorting is achieved, the equilibrium is equivalent to that in a standard tax-competition model with immobile, but heterogeneous, consumers. A principal lesson of the analysis is that, under capital taxation, consumers with high public-good demands are worse off than under a head-tax regime. In pursuit of high levels of public spending, high-demand communities impose high tax rates, which drive away capital. The analysis also establishes a number of other results.  2000 Elsevier Science S.A. All rights reserved. JEL classification: H71, H72, H73

The rise of the states: U.S. fiscal decentralization in the postwar period

a r t i c l e i n f o One of the most dramatic changes in the fiscal federalism landscape during the postwar period has been the rapid growth in state budgets, which almost tripled as a share of GDP and doubled as a share of government spending between 1952 and 2006. We argue that the greater role of states cannot be easily explained by changes in Tiebout forces of fiscal competition, such as m...

Product Differentiation and Public Education

Beginning with Tiebout (1956), numerous studies have argued that we should expect to see differences in public services among localities as a result of people “voting with their feet”. Here, we consider differentiation in public services as a way of reducing competition among localities (cities). If cities finance their public services with a property tax that generates “tax competition”, we fi...

Overlapping Jurisdictions 4.PDF

This paper discusses the common pool problems that arise when multiple territorially overlapping governments share access to a common tax base. Contrary to a competitive Tiebout model in which increasing the number of governments in an area increases competition and improves efficiency, when jurisdictions overlap, increasing the number of governments worsens externalities and a “tragedy of the ...

Institutions and sorting in a model of metropolitan fragmentation

I construct a theoretical and computational model of municipal fragmentation and Tiebout competition and show that factors such as income heterogeneity, political institutions and the discretionary power of municipalities to tax can substantially affect both where individuals choose to live and how cities form. Conclusions are drawn about the types of cities that form when secession is an optio...

The effect of property taxes on vacation home growth rates: Evidence from Michigan ¬リニ

a r t i c l e i n f o The Tiebout model assumes that individuals sort to the jurisdiction which best matches their fiscal preferences. However, there is a paucity of reliable estimates for the impact of tax changes on household mobility. We utilize a state mandated school finance reform and temporal differences in vacation home densities to provide a unique test of this fundamental Tiebout assu...
